Kimberly Bond, MFT
WRM-TA Officer
Kimberly Bond is president of Mental Health Systems, Inc. (MHS), a non-profit corporation and one of California’s largest providers of progressive mental health and substance abuse treatment. In her role as president, Bond is responsible for the organization’s 117 programs in 66 different geographic locations throughout Southern and Central California as well as Baltimore, Maryland.
Over the course of her 15 years with MHS, Bond has developed an intricate understanding of the organization, starting as a clinician and later becoming a program coordinator for mentally ill adults. She went on to serve as chief operating officer for 10 years where she was charged with the day-to-day management of MHS programs. Responsible for overseeing more than 900 employees, Bond has contributed to the success of programs and the implementation of the William R. Mead Training Academy which provides the training necessary for substance abuse therapists and counselors to become certified in the State of California.
A leader in both the mental health and the recovery communities, Bond is the president of both the California Therapeutic Communities and San Diego Mental Health Contractors Association. She is also chair of the Senior Peer Project Advisory Community and a board member of Therapeutic Communities of America. A current member of the National Association of Drug Court Professionals, she is a licensed Marriage and Family Therapist, earning her bachelor’s degree in psychology in 1984 from San Diego State University and a master’s degree in counseling education in 1988.

Jeanne McAlister, CEO
Executive Director of McAlister Institute
Jeanne McAlister, Chief Executive Officer of McAlister Institute, is a pioneer in the field of recovery. Beginning as an advisor to the Superior Court in 1973, she has consistently advocated for responsive and needed services and developed prototypes for substance abuse recovery services that could be replicated by others. For example, McAlister Institute was among the first five organizations in the nation to develop a residential program for women and children, the first in the County of San Diego to help pregnant addicts become clean so that their children could be “born free,” of addiction and the first to create a social model detox. Transitional living houses, halfway houses for returning prisoners, and services to the deaf are other examples. Often, these services were funded from the proceeds of several McAlister businesses until the public sector caught up. Her work with women and children brought her the opportunity to become a national advocate and spokeswoman, appearing on Geraldo Rivera, The Oprah Winfrey Show, and Sally Jessy Raphael’s television programs to discuss women’s and children’s service needs.
Ms. McAlister, herself, has over 2,000 hours of advanced professional training and is a State Certified Substance Abuse Counselor. She is frequently asked to lecture at local educational institutions such as University of California at San Diego’s Department of Medicine, and at San Diego State University. She has conducted seminars, workshops, and consultations for the County of San Diego, the University of Utah, the Texas Department of Justice, and women and children’s programs in Michigan. Rene Siviert, RN, MFT
Training Consultant
Ms. Sievert is the lead for both the Co-Occurring Module of the advanced AOD courses and the Practicum Site supervisor.
Ms. Sievert is a national clinical education trainer and consultant. She is an instructor at U.C. Davis Northern Training Academy, San Diego State’s Academy of Professional Excellence, and San Francisco State’s Bay Area Academy. She serves as a Training Consultant and Leadership Coach at Mental Health Systems, Inc. where she provides staff development, clinical training, team building and strategic planning.
Ms. Sievert has over 25 years experience as a Registered Nurse, with advanced certification in Psychiatric and Mental Health Nursing (RNC) and HIV and AIDS (ACRN). She has been licensed as Marriage and Family Therapist (MFT) in California for over 15 years, has been trained in Motivational Interviewing, and has been certified in Gestalt Therapy, Domestic Violence Treatment, Critical Incident Stress Management and Alcoholism and Addiction counseling. She is a certified coach, trained in the North Star Coaching Method created by Martha Beck, Ph.D.
In May of 2006, Ms. Sievert was awarded the Mental Health Nurse of the Year by the North County Civic Association in Escondido, CA. She is co-author of “Feeling Terrific: Four Strategies for Overcoming Depression Using Mood Regulation Therapy,” published in 2005 and available on Amazon.com, Borders.com, and iUniverse.com.

Colleen Marshall, MFT
Vice President of Family Services- MHS, INC
Mrs. Marshall is currently the Associate Vice President for Mental Health Systems Family Services Division. She is a licensed marriage and family therapist and has eleven years experience in the mental health field. The majority of her experience has been working with youth and their families in the public and government sectors. Mrs. Marshall has been a guest speaker and trainer for local universities and community agencies and is a MINT (Motivational Interviewing Network) trainer.She is a regular trainer for the William R. Mead Training Academy and teaches topics on various subjects including: girls development, Motivational Interviewing, women and trauma, and Adolescent development.

Barbara Reilly, RN, MA
Consultant Instructor
Ms. Reilly has over 30 years experience working in the field of Human Services in the US and overseas. She is a Registered Nurse with a Masters Degree from Pepperdine University in Human Resources Management.
She has a solid background in teaching, social work, substance abuse, addictions and Transforming Therapy, with an emphasis on personal empowerment and whole-person transformations. She is a Certified Alcohol and Drug Counselor (CADC), Master Addictions Counselor (MAC), certified by the NBCC as a Nationally Certified Counselor (NCC) and a Nationally Board Certified Clinical Hypnotherapist (NBCCH).
A popular guest speaker to professional, community, and educational groups she motivates and inspires. She has lectured and taught classes in chemical dependency and human growth and development at several colleges and universities and covered other such topics as chemical dependency, the value of teamwork, healing family-of-origin wounds, as well as emotional, spiritual, physical health and well-being.

Howard Foster, FACT, CADC,
Program Manager
Howard Foster is currently the Program Manager for Parolee Partnership Program and the Prop 36 Assessment Center. He holds certifications form The California Association for Alcohol and Drug Educators (CAADE), California Association for Alcohol and Drug Counselors (CADAAC), University of California San Diego School of Medicine Department of Psychiatry Forensic Addictions Corrections Treatment (FACT), and California Association of Drinking Driver Treatment Programs.(CADDTP) Howard has worked in the field of AOD counseling for the past 15 years. Howard held the positions management at the North County Center for Change a Drug Court Program; He was a Supervisor for the Hope Through Recovery Program an In Prison Substance Abuse Treatment Program. He has also worked as a Recovery Advocate for SASCA San Diego Case Management Program. He is a regular trainer for the William R. Mead Training Academy and teaches topic on Ethics and Group Skills.

Linda Condon, MBA
Coordinator Fresno Administration
Ms. Condon holds a Management in Business Administration with a specialization in Human Resources Management from the University of Phoenix. She has served in many management capacities in both the legal (paralegal) and social service genres. Ms. Condon has also served as a consultant in the substance abuse field in outcome management, training and drug medical certification. She previously managed the drug court program in Fresno and now coordinates Mental Health Systems regional duties such as human resource management, fundraising and billing oversight. She has been an instructor at the William R. Mead Training Academy since its inception in Fresno. In her free time she enjoys gardening and reading.

Mike Newall
Trainer and Consultant
Mr. Newell possesses a Doctorate Degree in Addictive Disorders and a Masters Degree in Addiction Psychology. He has been teaching or counseling in some form for most of his adult life. Newell has over 15 years experience helping people with their addictions; focusing mainly on people with substance abuse addictions. He is currently teaching at the High School, Community College and University levels; generally in the fields of Psychology and Substance Abuse. He loves to teach and hopes to make your experience of learning very enjoyable. Mr. Newell is one of the lead developers for the CCPS (CA Certified Prevention Specialist) course at WRM.

Terri Belmonte, CATC, Program Manager
Trainer & Instructor
Mrs. Belmonte is the Program Manager for Options for Recovery a program of Mental Health Systems, Inc.
She is a Certified Addiction Treatment Counselor, Certified Pro-Act and Gender Responsive trainer, as well as a Certified Trainer for MHS. Terri Has worked in the field for over 10 years in various capacities, working with adult men and women as well as adolescent boys and girls. Mrs. Belmonte is a regular trainer for the William R. Mead Training Academy, teaching topics such as Gender Studies, Documentation, Recovery Concepts, Alcohol and Other Drugs, (AOD) 101, Dealing with Dangerous and Difficult Clients (3Ds), and Research and Evaluation. Mrs. Belmonte has also been a guest speaker for various community colleges and county offices. Terri has an extreme passion for what she does on a daily basis.

Lisa Johnson BA, CAS II
Quality Assurance
Ms. Johnson has been working with children and their parents since 1987, she entered the drug and alcohol treatment field for a non-profit agency in 2000. She has developed and operated programs for women, children and families. Ms. Johnson first developed an 18-bed Women and Children’s Residential Housing Program in partnership with the agency’s State Licensed Child Development Center. Due to the success of that partnership program, she was hand-picked to develop and staff a much larger Women and Children’s Treatment Center based on county and state funding. Ms. Johnson directed all aspects of program operations, eventually adding a Federally Funded Family Program to the existing 140-bed facility. By initiating and advocating for Family-Centered Services within the agency, Ms. Johnson demonstrated how many loved ones continued to be involved in the participant’s life that desired recovery as well. Ms. Johnson currently works in the Quality Assurance Department at McAlister Institute for Treatment and Education Inc., and has been an instructor with CAARR Institute since 2002. Recently, Ms. Johnson presented “Leadership and Advocacy in the Treatment Field” to attendants of the 3rd National Women’s Conference in Tampa, Florida.

Rene Reed, CAS
Program Manager & Trainer
Ms. Reed is the Program Manager for Harmony West Women’s Recovery Center, a program of Mental Health Systems, Inc. She is a Certified Alcohol and Addiction Treatment Counselor, Sub-Committee Chair of the MHS Cultural Pillar Guide Team , as well as a MHS Certified Trainer. Rene has worked in the field of recovery for over 7 years in various capacities, working with adult men and women in the corrections division as well as adolescent girls. She currently runs an intensive day treatment program for women. Ms. Reed is frequently asked to be guest speaker for various community colleges and county offices. She is a regular trainer for the William R. Mead Training Academy, teaching the topic of Cultural Competency, Awareness and Skills. In addition, she is part of the team that implements and develops all of MHS CC trainings.

Denisse Sassoon, BA-Criminal Justice, RAS
Trainer
Denise Sassoon is currently employed as a trainer for the Mental Health Systems, SASCA/FOTEP programs conducting statewide training and technical assistance to providers in five southern California counties.
Her area of expertise is Therapeutic Community, specifically with male and female inmates and parolees. She has also conducted training on Cultural Issues, Case Management, Trauma work with male and female clients, Cross Training and Substance Abuse.
She has been working in the field of substance abuse treatment for over 20 years, and has worked as a consultant for UCSD, Center for Criminality and Addiction Research for the past ten years.

Phillip Ybarra, CADC-II
Vice President of Region 1 CAADAC Board of Directors
Mr. Ybarra has been in the addictions field for the past 15 years. He has dedicated his career to working with substance abusers. He maintains the following credentials: Licensed Independent Substance Abuse Counselor, Arizona since 2004; Alcohol and Drug Counselor, CADC-II, California since 2002. Substance Abuse Professional, NAADAC since 2004; He currently sits on the CAADAC Board of Directors serving as the Vice President of Region 1 North. Phillip works for the Federal Government at Camp Pendleton as a substance abuse counselor and is a consultant for Scripps Research Institute, La Jolla. He teaches at the MHS William R. Mead Training Academy. In addition, Phillip has a small private practice in Temecula, California where he conducts substance abuse assessments for the Department of Transportation and meets with clients individually.

Jenny Bates, LCSW
Regional Manager
After spending the last fifteen years working with addiction and mental health issues in Modesto, California, Ms. Bates has become Mental Health Systems Inc. (MHS) new Regional Manager for the Northern Region and is based in Fresno. Bates will oversee the restoration of the Hacienda into a facility for several MHS operated programs for women. Her responsibilities include the rehabilitation and operation of the Hacienda among many other duties. Ms. Bates is an outstanding and established member of the Mental Health System’s team, who has been an MHS Program Manager for the last seven years. She is thrilled at the opportunity to become ingrained in the Fresno community. A Licensed Clinical Social Worker since 2004, Ms. Bates previously managed MHS’ Teen Recovery Center in Modesto. She developed and implemented the Center’s programs, provided individual, group and family therapy, and acted as a community liaison regarding addiction and co-occurring treatment and services.
In addition, she is member of MHS’s Guide Team for implementing gender responsive services for women throughout the company. Jenny was recently honored with the 2008 Outstanding Alumnus by California State University Stanislaus’ Master of Social Work Program for her efforts to combat substance abuse in her community.Bates is an instructor for the WRM-TA and MHS and is a certified trainer. She instructs in the Gender, Co-Occurring and MI Modules.

Richard Cooke, CADCII
Instructor
Mr. Cooke has 23 years of experience in community, client, patient, prevention, intervention, and treatment in the field of Substance Abuse.
Mr. Cooke currently works on the Quality Assurance Team at McAlister Institute for Treatment and Education. While at McAlister Institute Mr. Cooke has managed South Bay Regional Recovery Center, South Bay Prop 36, East County PC-1000, North Coastal’s Prevention Program, and he was also Adjunct Faculty Member at Grossmont College for the Fall Semester 2001 “Drugs Society and Human Behavior”.
Mr. Cooke was a Drug Case Manager at the Sheriff’s East Mesa Detention Facility in 1996, prior to that he was the Program Director at Villa View Hospital’s Substance Abuse Program and Employee Assistance program.
Mr. Cooke has been Certified as an National Addiction Counselor at the Bachelor level, Professional Assault Response Trainer, Employee Assistance Professional, Anger Management Trainer, HIV/AIDS Instructor, First Aid, AED, CPR Instructor, and currently certified as a California Alcohol and Drug Counselor II.

Gennene Wilburn
Program Manager
Gennene Wilburn has been in the human services field for over thirty years and places an emphasis on children learning that they have options. Gennene has worked with school related programs sponsored by San Diego Probation for the past 12 years. She assisted in the design and implementation of a truancy grant funded program in 2000, and is the Program Manager for that award winning program; Truancy Supervision Program. She has been with the San Diego County Probation Department for twenty-three years. Gennene Wilburn has a BA in Human Services as well as a certification in Business Coaching from San Diego State. In late August, she completed a Masters program in Spiritual Psychology at the University of Santa Monica. She is currently in a masters program in Organizational Leadership at National University. Gennene is the President of MPOWERU Inc. and has written two poetry books. She is also a multi-media artist, and public speaker.
